Do You Need a Permit for a Retaining Wall in Abbotsford? Here's the Answer

The BC Building Code sets a threshold of 1.2 metres in exposed wall height for retaining wall permits. The City of Abbotsford follows this threshold, which means any retaining wall with more than 1.2 metres of exposed face — measured from the finished grade on the low side to the top of the wall — requires a building permit. Decorative garden walls under this height typically don't require permits.

There are situations where a permit may be required even at lower heights. If your wall is within 1.2 metres of a property line, you may need either a variance or a permit. If your wall is within a setback from a public right-of-way, it needs review. If the wall supports a driveway, a structure, or a retaining element adjacent to a foundation, permit requirements often apply regardless of height. It's worth a quick call to the City's development services department if you're unsure.

What does the permit process involve? You'll need to submit a building permit application with a site plan showing the wall location and dimensions, a cross-section detail showing footing design and drainage, and for walls over 1.5 m or with unusual loading conditions, engineer-stamped drawings. The City reviews the application and issues permits typically within 2–4 weeks for straightforward residential applications.

Inspections happen at two stages: footing (before you backfill the footing excavation) and a final inspection when the wall is complete. Both inspections need to pass before the permit closes. What happens if you build without a permit when one is required? The City can order work to stop, require removal of the unpermitted structure, or require after-the-fact permit applications (which sometimes require partial demolition to expose and inspect the footing). Beyond the City's requirements, an unpermitted wall can create issues at property sale when the buyer's home inspection or title search flags it. Pulling the permit upfront costs a modest fee and is the right approach.
